That can be very frustrating. Especially when you’re the one taking her out for the first time. Puppies need an opportunity to run and romp around and not be confined to a leash (short one) all of the time. Having a backyard is a blessing when you’re raising a puppy.
Because you don’t have that blessing, I would suggest that you place her on a 30′ check cord training rope/leash. Allow her to run around and get some of that energy out. For about 10 minutes. Then try taking her on her regular walks up to Safe High School and back.
